Lately I've been really enjoying the contrast between evolving soundscapes and steady pulses. I'm a huge fan of bvdub, who just uses techno to describe if the track has beats or not. I only know of a few artists I've stumbled upon, so suggest away.

Well, I'm not sure if I know Ambient Techno, but I do know Dub Techno and Deep Techno, which are pretty ambiental if I may say so.
I got quite some examples of them, I'll give some here:
Bjørn Rohde – Soundscape EP (and pretty much everything else on that label)
Monolake - Index I/Index II (the guy makes a lot of other Dub Techno and Drone Ambient things)
Low Orbit Satellite - IAC EP (I definitely recommend you to check out his other EPs as well)
Optic - Distant Memories (again, the rest of the label is great too)

For mainstream stuff I think coldcut, the Orb and Future Sounds of London really nailed that sort of mid-90's ambient techno sound.
